Uttarakhand faces disadvantages in agriculture due to the hilly and tough terrains. But despite this, Uttarakhand has the advantage of cooler temperature at higher altitudes, allowing production of off-season vegetables and temperature fruits. The Horticulture sector is less developed in Uttarakhand than in other hill states, hence there is considerable potential for growth in other niche products such as spices, medicinal and aromatic plants and fruit nuts. Beside these, tourism is another area with high growth potential. However, more need to done to ensure that local people fully participate in and benefit from these sectors. Government of Uttarakhand with support from the International Fund for Agriculture Development (IFAD) is implementing the Integrated Livelihood Support Project (ILSP). The overall objective of ILSP is to reduce poverty in hilly districts of Uttarakhand. This is to achieve first by supporting and developing food production systems that remain the main means of support for most households. Secondly, putting thrust on generating cash incomes by supporting non-farm livelihoods, especially community involvement in rural tourism and vocational training. On Oct 1st, 2017, Himmotthan Society has signed a MoU with Uttarakhand Gramya Vikas Samiti (UGVS) to provide services as a technical agency under the Integrated Livelihood Support Project (ILSP).
